I suffer from the same problem. Stacks seem to be created automatically. Despite I can change the rule, I can't disable the creation.

Stacks are not created automatically. They can only be created automatically if:
* you've selected that option in the Downloader (ingesting)
* you've selected that option in the Verify Folder results window
* you're importing from ICS and there previously was a stack for that image which is in the metadata
Best to check your ingest profile or if you're using Verify Folder, make sure to untick the option to create stacks and/or versions

It must be with the Verify Folder result window, but I don't know where that is or how to change it. This only started to happen recently, but I hadn't changed anything that I am aware of. Please tell me what to do to eliminate this from happening.

When are these appearing ? Is it after an Import, after a Verify Folder or what action are you taking before they appear ?
If they already exist and appear as you browse images then, click on States, open Stacked, select Stacked then select all the Images, right click and select Stacking and then Unstack this will then destroy all the stacks that exist. After this you won't have any stacked images at all.

As far as where to disable stacking or versioning, for the Verify Folder interface, uncheck the boxes at the lower left:
If during import, select the "More settings" button, then uncheck the selections as shown here:

roddyt - That's what I needed. I totally missed that box in the lower left corner during verify. Haven't seen any new stacks lately!
