Version Set Offset Folder
I don't think I fully understand the Version Set Offset Folder. I assume that this sets how far in the folder hierarchy to search for matching versions. Does Current restrict the search only to the current folder? Or does it restrict the search to the current level of the hierarchy and leaves? I ask because I do have some photos that do not have unique names (things happen over several decades), so I need to restrict the version search to nearby folders.

The "offset folder" is the folder from where PSU starts the version checking.
If you try to detect versions for a file then you can determine the "size" of the set where PSU should find for versions. That "size" of that set is based on the offset folder. PSU will first collection all images from the offset folder, including the files in recursively lower folders. Then for each file in that that set, the quest for versions is started.

Then set the Offset Folder to "Parent folder". The parent includes the file's folder and all sibling folders.

That's what I tried, and I ended up with images in the versions that were children of the root. Not sure why that happened.
