I will be scanning and sharing old family photos and I will use PSU to assign labels to pictures that will become keywords that family members can use standard tools to read and modify. Different family members will be able to identify different people. Most will NOT be able to purchase/use Photo Supreme so I need recommendations on Windows based tools for the family to use to modify the labels/keywords.
Anyone have suggestions?

No - but I get around it a different way. I mark up faces with numbers instead of names, then take screen shots and send them out, and hopefully get the corresponding names sent back for me to update.
Though if there are many images that can become a pain - which is why I've filed feature request #2710 in mantis, asking for the option to print images with 'face area' names visible.
