But the point is, I was not using "software that requires frequent data-to-disk transfers on a cloud drive". I was using Photo Supreme on a staging folder that was local to my Windows PC and NOT part of the OneDrive folder hierarchy. Once all my edits were complete then I used File Explorer to copy the changed files and paste them into the folder in OneDrive that contained the previous versions of the files. So it was a batch replacement operation by File Explorer - and if Microsoft can't get that to work satisfactorily then OneDrive is not fit for purpose IMO.

I see. I apologize for missing the part of the staging folder.
When transferring the folders from the staging folder, have you closed PSU thus insuring any delayed reads/writes are complete? If not, it is worth a try as a troubleshooting step.

May also want to try copying the entire folder (instead of changed files) just in case there is a hidden file or similar (just as a troubleshooting step to see if it yields an expected result).

All reads/writes are completed (even though I do not close PSU). And copying the entire folder or just changed files makes no difference. Once there are more than about 35 files in the batch then the chances of failure rises. The higher the number the greater the chance.

Microsoft even acknowledges the problem, but none of the suggested fixes have any effect on my system.

May be worth a test that includes closing PSU (in case that hasn't been tried) as that insures all the lazy DB writes are complete and any PSU locked DB files are released. Maybe also include a confirmation that OneDrive has finished syncing after file transfer before restarting PSU. (Not a solution, only a debug technique that removes variables).

[Even if everything worked as you expect, it seems like a lot of work to have this process. Unfortunately, I do not understand the goal, but maybe there is an easier way to meet the objective?]

As expected, closing PSU before using File Explorer to copy replacement files from the staging folder to the OneDrive folder made absolutely no difference. OneDrive still chokes on synchronising multiple replacement files at once.

My goal is simple - I want to manage the metadata tags in my photos. Sometimes this will include managing the controlled vocabulary I use for my (hierarchical) tags itself. For example, editing or adding a tag can affect multiple photos and since I use the OneDrive cloud as one of the backup locations for my photos, then photos held here are also affected.

Originally I did not use staging folders, but held my photo library in the Pictures folder of Windows, which is synchronised to the OneDrive cloud directly. There was a time when this worked faultlessly, but Microsoft seems to have made changes to OneDrive that have introduced this synchronisation issue. Hence the need for staging folders to limit the impact. It is certainly more work but I see no alternative at the moment.

Sorry that I am not able to help.

I solved a similar concern in a totally different way. In my case, about 12TB+ of photos seems unreasonable in OneDrive, I went the NAS route which has its own costs and complexities. I have a NAS (with RAID) synced to a backup NAS to avoid multiple levels of hardware issues.

For castastrophes, (eg. house burns to the ground)
I really should have a synced off-site storage. Presently, every 6-months I upload JPG-TIF-NEF to Amazon Photos (included with Amazon Prime). Unfortunately, any edits to photos 6-month old (or greater) never make it to off-site. What I should do is look into fire/waterproof safes that are compatible with a backup-NAS.

It sure would be easier if there was a OneDrive-like thing that I could buy ($10/month?) that could do this for me.
