There are a lot of labels under « Mots-clés généraux » which have nothing to do here... These labels are sub-categories from an other categorie.

You can select multiple the labels either with Ctrl+Click on each label or using Click and then Shift+Click for a range. Then either drag them to the correct location or use Alt+R to relocate the labels.

But, for instance (see screenshots, wrong label is on the left), label « Circuit des Barrages » is still located at its proper place (« 1994 »). In fact, the label was duplicated in « Mots-clés généraux ». Why ?
The option « Do not create keyword for this label » is active (yellow arrow). There is a difference between « Unassign labels with same parent », which is « No » on the wrong label and « Yes » on the right one (green arrows).
Strange behaviour... Fortunatly, I have a database copy, so I can replace the compacted database with the old one – old but without these redundant labels.
