Hovered is identical to the V6 behavior. You need to hover the rating.
Apparently you didn't know that existed in V6 either
And that says it all. The V6 behavior ("hovered") didn't work as intuitive as it was designed to be. Hence why this was changed in V7.
I recommend everyone to NOT use the hovered option anymore.
The rotation mouse options will return in the near future, but the new way will not be visible when using the "hovered option", as that has its own rotation option.

While we are on the topic of using the new options to show ratings and/or color labels (which means the rotation arrows are not currently available):
When I choose "Ratings & Color Labels", I get two minute bars side-by-side.
When I choose "Ratings" or "Color Labels" only - the icons are just as minute.
Any chance the icons for the "only" display could be bigger and the rating icons in color?
Currently I use a custom script (below) to display the ratings as captions beneath the thumbs. It has the advantage of stars being displayed larger, almost across the width of the thumbnails, and shows a red GPS to the right of the stars, if the image contains coordinate info (also information quite important to me). Now, I don't need two lines of ratings being displayed and could move the GPS icon to be included in a different caption line, but I am not too fond of the stars being so minute and in gray. I also like that it's simple to just click the stars in the rating bar now, makes assigning them more intuitive than the previous hovering.
Ah, well. Looking forward to the new version with the rotation arrows included and perhaps an option to have the rating and color labels as two lines, full width

Removed the script. That script can be found in the application by clicking the drop down in a custom thumb line and selecting "From Repository -> Functional Rating Bar"

The result on my MacMini 2018, Big Sur 11.6.5, Region Germany is: "[" and "]".
I'm using a Microsoft Ergo 4000 keyboard and on my favorite keyboard mapping "[" is typed as Alt Gr + 8 or Alt + 8 where Alt is my Opt key. If i type it, nothing happens.
When i switch to the standard german Apple layout "[" is typed as Alt Gr + 5. When i type this the last label is toggled.
When i switch to an american keyboard layout "[" is typed as the character right of "p". If i type this the image is rotated as expected.
I'm happy with Hovered, so no action required from my side.

Build 4290 is available from the Control Panel. This build also brings the rotation arrows when using the new rating bar with ratings and/or color labels (see below)
@Olaf; this post shows the different keyboard layouts. I assume those are default keyboards so an ergo keyboard may differ. The German board shows that the rotation keys are those two keys left of the Backspace key.

Thanks Roddyt for info about Bar Style in Thumbnail Style. This was news for me. Excellent info. I tried Hovered and it works ... apart from the small annoying effect that it sometimes rotates 180 instead of 90.
Never the less ... seeing Herts very good overview of keyboards did I realised maybe my two shortcut keys were not where I expected. And true enough ... I tried all keys suggesed by Herz and did find the two keys on my swedish keyboard.
