The UI text looks blurry when displayed on my 22 inch Eizo 1920x1200. The text size in Windows is set to 100% for that monitor. When I move the app to a 13 inch 1920x1080 screen with text size set to 150% the UI looks perfect.

If you want the best quality experience than best to use a high-res monitor or configure some scaling. With scaling enabled, there are more pixels for the OS to draw the text with which highly increases the font display quality.
FYI, With scaling, PSU still uses the monitor's native resolution to display images.

Yes scaling to 125% from the recommended 100% fixes the problem but it means that all the other applications are larger. Windows doesn't allow to scale just one app.
I can see how in the coming years this issues becomes less important as more and more people migrate to high dpi monitors. I imagine that at the moment there are still quite a lot of standard mointors around.
