if I zoom in, regardless if Preview or Lighttable, how to drag the visible part of the picture?

No help, sorry:
Leftlick hold and drag only works if zoom is larger than 100 %.
If is smaller, left click & hold will zoom in to 100%, that is to accept, but if I stop leftclick & hold the selection is jumping to right bottom and will not keep it's place.

Under 100% you indeed have the Click-To-Zoom-100% feature.
If you want to scroll while in a <100% zoom then you can drag the scroll bars in the Viewer.

Why is it this way? Is there a reason for that?
Most other (not only grafic) software offer the possibility to drag the pic / document with the mouse - sometimes plus a keystroke - regardless of the zoom.

But that is uncomfortable. And the jump to the right bottom is unmotivated.
