Create sibling portfolio?

I have a large list of sub-collections and was wondering if I could create a sibling collection without having to scroll all the way up to the parent portfolio and create a sub-collection.

I realize I could create a sub-collection for a collection in view and then move it out later... just seems inefficient!

There's no option for this.
