As far as I am aware its the nature of all RAW "editors" remember its only altering the metadata to be applied to the sensor data in order to create the image, often a preview JPG is included in the raw file package to allow preview of the the otherwise raw sensor data.

Indeed, this is a method I have been using but manually finding the start and end of the burst images is the fiddly bit, it takes an inordinate amount of time inspecting the times which is where an automated system for doing the grouping comes in.

Have you enabled all the required API's, there are several, I don't have the list here at present but I suspect you need the Gecode etc.

Do you mean Private Labels which are only held in the Catalogue itself not in the Metadata ? If so then choose this option below when you make the label;

Have you looked at altering the EXIF data from the Detail panel ?
I have altered the Digitized data by 1 second and then compared it with an EXIF dump.

Just realised what it might be causing the problem, when you delete a directory in Windows you have the thumbs.db file which needs deleting, now this is often locked and in use by the windows file explorer as its being updated. You can Copy & Paste to the same folder, select make filenames Unique but then you still need to version them before editing.

edit: Ctrl-C, Ctrl-V, M, Ctrl-R, select both files Shift-V does it.

Its is currently free in the sense that you get a more than sufficient allowance, but you still need to register a payment method.
I guess we will find in time that the allowance reduces and charges will start to appear, but then that is to be expected these days!
