The version on the website is reverted to 6.6.
However, in the 6.7 version I cannot reproduce an exception. What OS are you using?

I just checked and lr:hierarchicalsubject is written correctly for all images in the version set. What I did: 1. Copy two images to a new folder 2. Assign 2 labels to the first image 3. The metadata that you show and that still holds the keywords is MicrosoftPhoto:LastKeywordXMP and MicrosoftPhoto:LastKeywordIPTC.

Those are not data elements that PSU maintains. They are specific to old Microsoft tools. Best to remove such data with a script or ExifTool

The metadata in your XMP files hold correct keywords. If other tools don't read them then that is probably because they have issues reading such keywords. What I do notice is that apparently you are writing delimited keywords. I recommend against doing so. Best to disable that. Then save the metadat...
