I have no idea how SQLite writes its data exactly, but I assume that it won't be in a "block friendly way". SQLite is developed for desktop use so it doesn't support replication. You should never use colons in file names on macOS. While the Unix layer allows colons in a file name, the Mac layer doesn't. PSU writes portfolio collection info in the metadata as mwg-coll:Collections. This is the industry standard for this.
If you want DXO to pick up your collections then request them to read this metadata field.

As mentioned before, it takes a fraction of a second here to get the results of v_prop.

Did you reboot the server?
Did you try a vacuum?
Did you try a reindex?

You don't need a second database to have read-only access. A catalog that was created on Windows client can be opened on a macOS client and you'll still have all database features available. On my database it takes 300ms to query and fetch the full v_prop view (about 2500 record). But even that's irrelevant as the application will never query v_prop like that. The manuals are PDF documents. You’ll need a PDF reader to read them. Adobe Acrobat Reader for instance.

By default, parents are automatically written to the metadata as Lr:hierarchicalSubject. Typically you don’t needs “assign parents”. But needs vary and stock photographers could very well use that to increase their find chances on stock sites. .
