Portfolio accessibility

Could someone please explain the portfolio accessibility settings in PSU Single User edition? Public, Private, and Published. What does changing the setting actually do, or is it just for my own information?

I've never used it, but it could be useful for information - but maybe it does more than that in the server edition.

On the labels the terms are discussed here I would assume the same ?

As I understand it;
Private = Only held in database nothing in image at all,
Public = In database and in ICS data schema in image,
Published = In databse & ICS data schema and copied into keywords as text visible to others in image.
But I haven't seen a simple explanation laid out, rather separate discussions of each situation.
