stacking and panasonic raw files

I'm not sure if this is a reportable bug. I set the stacking criteria to %SecondsBetween{1} in the catalog preferences. It appears to detect the stacks properly, except that *all* the raws in the folder are placed into a single stack e.g. sets of 2 or 3 jpgs - Ok - but all raws placed into one stack (in this case 201). My expectation was that the raws would be included in the detected stacks. Has anyone else experienced this? (this is using raws from a panasonic fz200)
