When I attempt to restore my database from my latest backup, I get an error message saying "Unable to create [name and location of catalog file](0)". No reason to suspect the backup itself is corrupt...

Sounds like file system permissions.
When using the sqlserver version than make sure that your sqlserver instance user account (the OS user account that runs the sqlserver service) has sufficient file system rights for the folder that you want to restore to.

Sorry, but I didn't quite understand that...do I run the sqlserver version? How do I know?

Sorry for not continuing this conversation immediately, but I still have problems: I appears that I have something called SQLite Expert Personal installed (I cannot recall why...). I do not think I have a SQLServer version of PSU installed (unless that is the default). I cannot find any of the options described in the instructions in the SQLite application. What about removing it?
