I was able to verify the behavior you are seeing. I got the same message. External UBS drive, Win 10. My guess is that PSu expects that we will read or write to the drive during a PSu session, and/or PSu checks to see if data is being read or written. When I exit PSu, I am able to eject the drive. Open Event Viewer and then look in Administrative Events. You should see errors when PS crashes. You could then send the error codes and related info to Hert via e-mail. Armed with this info, he may be able to help you track this down.

Here a re a couple of things to try...

Log out of Smugmug.
In your browser, delete the cache and cookies.
Log back in to Smugmug and see if it works.

How much RAM do you have on the machine? If you have other applications running at the same time as PSu, try shutting them down.
