Users can be assigned the role of Administrator, Catalog Manager, or Catalog Browser. Since you want the users to tag the images you should assign them the Catalog Manager role. As Catalog Manager you can't further restrict them.

As a workaround...copy the color profile file that you need from the Mac folder (that PSU currently doesn't check in) to the folder that PSU does check. The folder names are mentioned in the Mantis ticket
In the Label Assignment panel you can hover over the items to see the hierarchy. Are they linked to different categories? If so, then simply delete the incorrect Catalog Label (probably the one outside of the Events category).

Could it be that you have two catalog labels assigned, from different hierarchies? Did you start using the Label Assignment Panel already?
